How to Get Your L1 High-Power Rocketry Certification (2026)
Level 1 (L1) certification is the gateway to high-power rocketry. Once certified, you can purchase and fly H and I impulse class motors — the ones that turn a 4-foot rocket into a serious machine. Here's everything you need to know.
What Is L1 Certification?
High-power rocket motors (H class and above) are regulated. You can't just buy them off a shelf. To purchase and fly them, you need certification from one of two organizations:
- NAR (National Association of Rocketry) — $82/year membership
- Tripoli Rocketry Association — $50/year membership
Both organizations certify at three levels:

The Certification Process (Step by Step)
1. Join NAR or Tripoli
Sign up online. You'll get a member number and a card. You need this before you can attempt certification.
2. Build your rocket
Your rocket must be "conventional design" — no flying saucers, no gliders, no helicopter recovery. It can be a kit or scratch-built. The certifying authority needs to see that you can build a rocket, so avoid showing up with a fully pre-assembled model.

Single-use vs. reloadable: For your first L1 flight, single-use motors are recommended. They come ready to fly — no assembly required. 5. Flight day

Common Mistakes (and How to Avoid Them)
Before the build
- Buying too small a rocket — A 2.6" diameter rocket on an H motor goes HIGH and far. Stick to 4" diameter for your first cert.
- Skipping a test flight — If your kit flies on F or G motors, do a test flight first to verify everything works.
During the build
- Using CA glue instead of epoxy — White glue and CA are fine for Estes rockets. High-power needs epoxy. The forces are much higher.
- Rushed fin alignment — Take your time. Misaligned fins cause unstable flight.
- Not using enough epoxy on fillets — The fin fillets are structural. Make them generous.
On flight day
- Forgetting to arm your altimeter — If using dual deploy, have a pre-flight checklist. "Is it beeping?" is step one.
